I don't see anything discussed in the Picasa group on Flickr for this issue when I checked, I'm not sure what's happening here with it. If you worked with a RAW file, let me know. I just geotagged a photo in Picasa 3 and it properly placed it on the map with no trouble, so if you were working with a JPG before Picasa touched it, I wouldn't mind getting a copy. ( that second file you posted was edited by Picasa- it's in the metadata I was looking for a file that came from the camera, if it was a JPG file (which I can't assume was the case, of course). A couple of days ago I geotagged about a dozen photos, and today I noticed that only one of them had a link to Flickr map. If adding the location fails, waiting doesn't seem to help. If I keep repeating the process enough times, eventually it will work. It seems that adding the photo to Flickr's map works only about 10% of the time. I'm not sure if this is related, but recently geotagging Flickr photos with bookmarklet is working very unreliably for me. Maybe the Flickr staff can shed some light on this.
